Bio

I am Associate Professor at TOBB University of Economics and Technology, Department of International Entrepreneurship in Ankara, Turkey since 2013 with extensive experience on international and nationally funded research projects working as a coordinator and a researcher in the field of health economics and policy, health and long-term care systems. I teach health ecosystem and innovation, introduction to economics and micro-economics.

I graduated in Economics in 1989 from the Department of Economics, Middle East Technical University, Ankara, Turkey. I obtained a M.Sc. in Health Administration from Hacettepe University, Ankara in 1993 and a M.Sc in Health Services Management from the London School of Hygiene and Tropical Medicine, London, UK in 1994. In 2007 I obtained a PhD in Economics from the Department of Economics, University of Marmara, Istanbul, Turkey.

In my previous assignment in Brussels, I worked as a Research Fellow in Centre for European and Policy Studies (CEPS, Belgium) and was responsible for research in health economics, health and long-term care systems. I was the project coordinator of the Assessing Needs of Care in European Nations –ANCIEN (FP7, 2008-2012), contributed to Indicators for evaluating international performance in service sectors –INDICSER (FP7, 2010-2012) projects, and was the lead researcher of Turkey for Health Care Reform: the iMpact on practice, oUtcomes and costs of New roles for health pROfeSsionals –MUNROS (FP7, 2012-2017) project. I involved in the project of Harmonization of the Turkish Health Accounts System with the OECD 2011 System, as a Senior Expert as Health Economist. I completed the research on Innovation in the Health Sector in Turkey; and coordinated the study on Epidemiological and Economic Assessment of Hepatitis C Virus in Sixteen CEE and CIS Countries. I worked as a consultant in health economics and finance in the Social Security Institution during the health sector reforms in Turkey between 2005-2007 and was responsible for planning and execution for transition to the universal health insurance. I also worked as a national expert for the WHO, research assistant at the London School of Hygiene and Tropical Medicine, ca health economist in developing the NICE Clinical Guidelines as health economist in London, lecturer in Baskent University, and research assistant in Hacettepe University in Ankara.


Achievements

My area of expertise are health and long-term care systems, health sector policy analysis, reimbursement of health services and products, cost-effectiveness of new technologies, assessment of equity and innovation in health services, social and economic issues in women’s fertility, health and elderly tourism, corporate and civic works on social problems. As of January 2020 I have been managing civic works with students at TOBB ETU; leading ROTA ETU Corporate Communication and Social Responsibility Student Club to conduct civic engagement projects with the principle of “ROUTE to Accessible Futures” I am Representing TOBB ETU as the Faculty Champion, leading students in The University Innovation Fellows program of Stanford University (https://dschool.stanford.edu/university-innovation/university-innovation-fellows).

I am the author of "Equity in Health Care and Economic Growth: An analysis of health sector in Turkey" (2010), "Türkiye’nin Avrupa Birliği’ne Üyelik Sürecinde Sağlıkta İnovasyon (2011)" (Innovation in the Health Sector in Turkey on Its Way to EU Membership); co-author in Türkiye Hizmet İhracatında Yeni Hedefler: Yaşlı Bakım Turizmi. Fırsatlar, Politika ve Strateji 2020-2023 Yol Haritası Önerisi (New Targets in Turkey’s Export: Elderly Care Tourism. Opportunities, Policy and Strategy A Proposal for 2020-2023 Roadmap) and “Avrupa Birliği Ülkelerinde Yaşlılara Yönelik Uzun Süreli Bakım Sistemleri ve Uygulamaları” (Long-Term Care Systems for the Elderly and Implementations in European Union member Countries) and Palliative Care for Older People: A Public Health Perspective (2015) and I also published articles in health, long-term care and social and economic issues in relation to women’s fertility.
