Biography - Shalin Jyotishi

Shalin Jyotishi is a mission-driven strategist, researcher, convener, and writer reveling at the disruptive intersection of higher education, workforce development, innovation policy, and public interest technology.


He is currently the Assistant Director for Economic Development and Community Engagement at the Association of Public and Land-grant Universities (APLU), North America’s oldest presidents-led higher education association. He oversees APLU’s signature economic development strategy development program for higher education institutions, the Innovation and Economic Prosperity Universities program and serves as a core researcher in the areas of university workforce development, R&D innovation ecosystem, and public engagement.


Prior to joining APLU, Shalin held various science policy roles at the American Academy of Arts & Sciences, the nation’s oldest learned society and policy research center, and held a research appointment at the University of Michigan where he contributed to the 2nd edition of the book, Beyond Sputnik: U.S. Science Policy in the 21st Century. Having a penchant for entrepreneurialism, Shalin has also served as a consultant with the American Association for the Advancement of Science, Alfred P. Sloan Foundation, Innovation Associates, and the International Monetary Fund. Outside of his role at APLU, Shalin also serves as the Chief Executive Officer of the Journal of Science Policy and Governance, Inc, an internationally-recognized non-profit organization and pee-reviewed publication dedicated to empowering students and early career researchers in the debate around science and technology policy.


Shalin’s work or commentary has appeared in media outlets such as Forbes, The Chronicle of Higher Education, InsideHigherEd, RealClearEducation, and IndustryWeek. He has been invited to speak before government, university, industry, philanthropy, and public audiences, nationally and internationally, at major venues that include the United Nations, the U.S. National Academies, the University Economic Development Association, and the National Academy of Inventors.


Recognized by the World Economic Forum as Global Shaper Impact Officer, Shalin fulfills his mission through a variety of leadership positions. He is a member of the International Economic Development Council’s Higher Education Advisory Committee, the United Nation's Major Group for Children and Youth’s Science-Policy Interface, the U.S. Youth Working Group to the United Nations, and the Foretell Ambassador Board of Georgetown University’s Center for Security and Emerging Technologies.


Shalin serves as an editor of the Journal of Economic Development in Higher Education, as a University Innovation Fellow of the Hasso Plattner Institute of Design at Stanford University, and as a Bastiat Fellow at George Mason University. He previously served on the national advisory boards of APLU’s Commission on Innovation, Competitiveness & Economic Prosperity, and on governance committees of the University Economic Development Association.


Shalin is a proud graduate of the University of Georgia, the birthplace of American public higher education. While a student, he was active in local-level political campaigns and contributed to research at UGA’s Institute of Higher Education, served as an editor of the Education Law & Policy Review, as a writer for the Georgia Political Review, and published book articles on regenerative medicine in The SAGE Encyclopedia of Stem Cell Research.
