The office of technology transfer (OTT) does exist, and it has been used to commercialize PhD research. According to the OTT website:

The online literature of the OTT is very discouraging and littered with legalese and words caution statements that scream failureis inevitable. The methods of creating a startup are also outdated as the OTT recommends a detailed business plan that is irrelivent in the startup world of "Lean".
