Following are an array of strategies that will fully address Gap #1 over a 2-3 year period:

These classes will elucidate the mechanisms and resources to both undergraduate and graduate students to pursue their ideas. Moreover, independent classes that both undergraduate and graduate students want to pursue (i.e. Biomedical Product Development) to innovate help in pursuing their innovative ideas should be allowed the science and engineering curriculum.
