Since its inception in 1911, only four percent of Scouts have earned this rank after a lengthy review process. This involved the Eagle Scout Project for creating a bridge for Capital Area Christian Church (now Vibrant) in Mechanicsburg, PA to span a creek and expand their walking trail.
